At what speed does a 1984 Trans Am with a 700 4-R Trans High speed down shift?

what the heck are you trying to do, go 140? Start with readjusting the throttle valve cable.

by the way, you started with a trick question, because the answer depends on a number of variables, and the hunting you describe, if at part throttle, used to be a common complaint. If this issue is at WOT, then quit trying to go that fast. This is the USA, not the German Autobahn. But if this hunting is at WOT, you need B&M's WOT 4th gear valve, it's what, $30, or maybe $60?
