Possible Trans Governer Problem??

Car: 1988 Iroc
Engine: 5.7L
Transmission: '96 T56, Hurst Shifter, Mech VSS
Axle/Gears: 3.45 9 Bolt
Possible Trans Governer Problem??
Something werid happend with my car the other day when i was on my way home from work.
I was in stop and go traffic (speeds ranged from about 30-70) and it seemed when i put my foot on the brake to slow down from cruising speed, the rpm's didnt drop as the speed dropped.
I think the governer might be broken in the car because i have a problem with going around turns, the trans wont shift down (it stays one gear higher than it sould for that turn)
What do you guys think?
