Engine: 5.7 350 V8 and 5.0 305 V8
Transmission: 700R4 Automatic Transmission
Axle/Gears: 3.27 Posi
700R4 Shift delay
Title says it all (almost). When I am driving my car will hesitate for about a half second when driving normal and just under a second when I get on it which is causing me to lose races to cars that I shouldnt be losing to. Oh the hesitation is in the transmission not the engine. So what could I do to fix it? Replace fluid and filter? Or what?

I won't address the racing because I'm sure you are doing that on the drag strip where it belongs so my kids and family are safe from young "excellent drivers".
As you "get on it", do the rpm's increase quite a bit but your vehicle barely moves?
how does it behave if you don't "get on it"?

When it comes to "racing" I really just accelerate fast and stop at the speed limit because I want to keep it safe but still have fun. The highest the RPM's go when I get on it is about 4500 and it isnt moving very much. When I drive normal the car does hesitate while shifting and the RPM's stay below 3000 RPM's.
tranny fluid is OK
the next thing to check before you start to spend $$$$$$ is to try and adjust your TV cable. Do a search on this site as it's been addressed tons of times
If that's not it, and you don't know how to repair/rebuild a tranny, then you may be looking at a servo replacement, in need of clutches etc but it's going to need to be opened up and since it's opened, you may as well toss a rebuild kit into it.
You aren't making a ton of power so a stock rebuild of a 700R4 should be no more than $600- $700 but you remove the tranny yourself and re-install.
I have mine out for my restoration. It shifted fine but i'm still having a rebuild kit put in and a local shop will do it for $420 including parts because it's in working order. Short dollars for peace of mind.
If it's not the tv cable, then it's tranny shop time unless you have the expertise
