Specs, just in case they matter:
1990 Camaro RS
3.1 v6
700r4
All stock

Where to start... Well, from takeoff I guess.
Initially taking off from a stopped position when cold the car makes decent power, but seems like it's being held back (presumably by the transmission). In other words, it feels like the transmissions is dragging. It's also choppy when cold and in first, almost like you have to floor it to make it go anywhere.

You also have to take it up to near redline to make it shift from 1-2 (but only the first time it makes the shift, each subsequent 1-2 shift is fine).

After all of this, it seems to work fine, and even shift too early sometimes.

Couple of additions:
What would be the symptoms of having too much transmission fluid? (just curious)
I put in a new TV cable (thought that was initially the problem) and a new gear select cable.

Also, I have every gear except park. Park has the same characteristics as neutral. I also can't start my car in neutral... Weird.

Re: 700r4 woes.
Sounds like you may need to adjust your shifter cable to regain park. Symptoms for having too high a fluid level would mainly be foaming of the fluid. I've never experienced any radical effects from running a tranny over filled. As far as the first shift into second when cold, I'm not sure. How is your TV cable adjusted?
