shifts at 5mph
from complete stop it shifts at 5mph. i set tv cable by book and the wot method.then it shifts again at 20mph then at 40.

Doesn't sound too bad if it's under light load. How does it behave under a heavier load?

Upshifts are based on throttle position & vacuum combined so the shift points varies under varying driving conditions.

I'm taking it, there's some "history" here?
As in, it's not like last night when you parked it it was perfectly fine, but today, you walk out to th ecar and hop in to go to work and all the sudden out of the clear blue without any warning whatsoever it's now LIKE THIS?

What happened to it in between when it worked right, and now? More specifically, what was done to it?
Incidentally, Jeff is exactly right; the 700 uses ONLY TV cable and governor (road speed) inputs to determine when to shift. No hint of vacuum is involved.

no its been like this. but i came across a piece on this site that sed it shouldnt be shifting til its gets 15-20 mph.

Then if the TV cable is right, it needs a governor recalibration kit.
