When should 700r4 shift into OD at WOT?

When should 700r4 shift into OD at WOT?
I have an 85 Trans am with 350 carb and 700r4, when I floor it it starts to redline in 3rd and won't shift into od unless I back off, then if I get on it it will downshift again, I adjusted the tv cable but that helped with the other gears since OD is electric right? So what speed should I be going before I can get into OD at full throttle? Thanks just curios, fluid is perfect and everything thanksE

You need to modify your trans to fix that problem. Do a quick search for your answer.
