TA not creeping in "Drive"

Well I'm not sure if this is a Transmission issue or an Electrical one but I'll try it in this section.

I have following problem with my 89 TA with the stock automatic Transmission. When I put the car in "D" and remove my foot from the break it starts to roll, but it isn't limited, it can roll up to 20mph and it will even shift into a higher gear. I never touch the gas, the surface is perfectly flat, so basically when I am in a parking lot or parking structure I am constantly on the break cause I will be "rolling" too fast. Does anyone have any insight into this?

Check your throttle linkage, maybe it's not shut all the way?

Well I read that if that where the case the car would also idle pretty high but it idles pretty normal if you ask me. I'll snap a video when I get it out of the garage again maybe it will help with a diagnosis.
