Shifting into 4th too soon?

Shifting into 4th too soon?
I had a rebuilt 700r4 put into my GTA recently, but now the car seems sluggish. The original tranny never shifted into 4th gear until 45mph, but this one shifts into fourth sometimes as early as 37mph. During a WOT take off, it shifts into 4th at only 4k RPM, shouldn't it wait until around 5,500?
Also, if I'm doing around 55mph, and pass someone, the only way it'll kick down is if I completely floor it. No part throttle kick down.

I've already done that, it didn't change anything. I'm taking it back to the transmission shop Thursday, to let the mechanic check it.
