High shift points. NEED HELP!!!

I have a 91 camaro rs with a 700r4 transmission. From 1st to 2nd it revs high and then it kicks hard into gear. 2nd to D is smoother but doesnt shift till about 3500 rms, and from D to OD it doesnt like to shift till 4000. I already changed the fluid, changed the filter, flushed it and put transfix in it and the problem still exist. I drove it around for a little while the other day and after about 20 min it was perfect, but when i got in it this morning it started doing it again. Can anyone help me plz???

if that doesn't work .your governor in the trans may be sticking / faulty
