700R4 with early upshifts
My car is a 1990 Cadillac Brougham with a 350 Chevy TBI. The car has always felt sluggish. I have done many mods over the past couple years of ownership. In the fall of 2014 I had to install a new/rebuilt trans from a truck. I realize now that part of the sluggish feeling is probably due to it going through all the gears so quickly.
The WOT shifts are really low; usually 3500-3900 rpms. The biggest issue is that it goes into "high gear" - as stated using a scan tool - at about 28-35 mph while driving easy-normal. When it goes into fourth at 30 ish mph while moderately accelerating, the car basically falls on its face.
I checked the TV cable adjustment and it is spot on. With someone holding the gas pedal down all the way, I cannot pull the TV cable out any further. I realize the WOT max rpm shift points are controlled by the governor, but they see, low even for a stock vehicle, and the overdrive engagement at like 30 mph seems way too early.
The engine runs flawlessly and the transmission operation is otherwise perfect. I only recently used my scan tool for a tach and to see where exactly this thing was shifting when I noticed these problems - something I probably should have done a long time ago. Since the TV cable is adjusted properly, at least from what I can tell, what do I do next?

I played with the TV cable, trying different adjustments with no avail.
I ended up adjusting it properly and leaving it alone. I am convinced it is not out of adjustment.
Driving normal/light throttle, it shifts into second at about 10 mph; into third at 20-25; and right into fourth at 30-35. WOT shifts are 3500-3900.
A couple different times I pulled out the governor to grind the weights and play with the springs. I ended up grinding them down and replacing the stiffer spring with one I had in a various spring assortment set. I now have 4900-5000 WOT shifts, which is right about where I want them.
However, my part throttle shifts are almost unchanged. Particularly, my shift into fourth, which is most cumbersome. I want it to shift into fourth at a minimum of 40 mph, regardless of throttle input. Is there a way to achieve this?
I would just leave it in third around town and in traffic, but I don't really like how it downshifts sooner to assist in slowing down. This is great when towing, but not necessary under usual conditions. And at part throttle, it almost always goes into fourth by 35 mph, then when I go to accelerate a little more rapidly there is no power unless I give it heavy throttle input to get a downshift.
So my big question is: Can I get it to shift into fourth at a minimum of 40 mph, even at light throttle? Even 45 mph minimum would be nice.
