Issue with transmission after shop worked on it

So my 700r4 started leaking out of the front seal, started leaking pretty bad. I took the car to the shop to do the rear main seal and transmission seal all at the same time. Transmission shifter fine and I check fluid level before taking it to a shop (0.5miles away from my house) After mechanic took transmission apart he called me and informed me that torque converter needs to be replaced as well, I went and inspected the converter and the center shaft had deep scratches. I told him to go ahead and replace the torque converter with a 1800 stall unit. Picked up the car after work and test drove it. Now the problem with the car:
Car kicks hard when shifted to drive, also it doesn't want to shift to second up until 3.5-4k RPM, humming sound coming from torque converter area when releasing gas pedal.
Mechanic checked transmission fluid level, adjusted TV cable multiple times, checked transmission valve for operation. Problem is still there.
What can be causing high shifting RPM? Can that stall converter be bad (he told me that his other shop assembled it)? Can governor be bad? Im picking up the car for a week and would try fix it myself. Got a warranty and if I cant fix it he will replace the tq with a stock one.

Take it back to the shop. You already paid to have it repaired. It's reasonable to assume that after the work was done, your car should perform as it did before you took it in. Less the problems they were supposed to fix in the first place.

I do want to take it back, but I feel like mechanic thinks that I brought him car with broken transmission, which I know wasn't the case, but I still want to eliminate everything on my end before blaming him for the issue Im having. That's why I want to ask TG members if the governor would affect the shift points? Would torque converter affect shifting? Also since he worked on transmission pump to replace seal, how easy it is to mess up reassembly and would it cause issues Im having?
I was adjusting TV cable today, made it loose and made it tight, transmission still shifts at 3.5-4k rpm.

Push the "D" tab in, Slide cable towards firewall, Remove floor mat, and mash gas pedal to floor. That's it, set.

That exactly how i adjusted the cable.
What can cause humming sound from torque converter when car in low rpm, around 1-1.5k?

That would generally be a balance condition.

Depends on the exact nature of the "hum" though.

Cant really describe it, low pitch hum that goes away as rpm goes up. I'm going to check the governor and replace it since it will be out anyway. If that's not the case, back to the shop it goes for a new torque converter.
Can defective torque converter cause issues with high RPM shifting, taking into the account that TV cable adjusted properly, no sticking valve in transmission, and supposedly the governor is good?

Not that I'm aware of, but we all know how that is... if it affects the pump somehow, maybe it could do that, but I don't think it's likely.

If the "hum" is present in or out of gear, and strictly correlated with engine speed and nothing else (not car speed, not what gear it's in other than the effect that has on engine speed, etc.), then there's a good chance it's farkled somehow. Change it out anyway if you know it's defective.

Maybe the hum is from the pump in the trans, the TC drives it. Try this, with the engine running move the shifter into OD or D, note the hum.

Now pull the stick back to 2nd, did the hum change? If so it is likely the pump as manual 2nd boosts the line pressure.

Finally car is fixed and back on the road. I did end up checking governor and it was fine. Took the car back to the shop, mechanic removed the transmission and reinspected everything and didn't find anything out of the ordinary. So he put it back in and problem was magically solved somehow. Not sure what he did, and he said that he doesn't know what it was. My guess is that tv cable wasn't hooked up inside of the transmission correctly, because it does feel different now when I pull on it.
