Zexel Torsen . IS this normal?

I was cleaning my rims the other day so I jacked up the back of the car so I could turn the wheel as I cleaned. When I turn the wheel It turns easy for half a turn and is hard to turn the other half. I would think it would be consistant but maybe it is just the Torsen posi,

Mods to the rear included
Zexel Torsen HD Posi
Drivetrain Direct axels
Richmond 4.10 ring Pinion
All new seals, bearings
Summit Aluminum rear end Cover

Never noticed that problem.

Is the parking brake completely off?
Car in neutral?

yep
brake was off, car was in neutral,I checked the fluid level, Also OK

Ok so Im a Idiot/ Now Ive said it before somone else does

I jacked the rear up again today and its just the brakes dragging, sorry to bother you all.
