The tapered tool on the right is sitting on a screw in "plunger". You thread the plunger up inside the tapered tool.
You slide the whole thing over the stator shaft and adjust the plunger so that the end of the tapered tool sits just above the groove where you want the seal ring to sit.
Start at the bottom groove and work towards the end of the shaft. Lube up the taper and the seal ring and start it over the taper tool. Use the fingered tool to push the seal rings down over the tapered tool and into the groove.
Screw in the plunger (which raises the taper tool) and line up the next groove and repeat until all the seal rings are installed. The seal rings will be stretched out.
There should be a hat looking resetting tool. Identify the tapered end of the inside diameter and slide this end over the seal rings to reset them. Let it reset for ~24 hours.
