Car decelerating going uphill

Anytime I go any sort of uphill on a road my car decelerates to the point that it shuts off due to low rpms . On flat ground it doesn’t decelerate unless I want it to. No matter how hard I press the gas, it won’t effect the deceleration in anyway. Also my car won’t up shift unless I let off the gas and when going uphill the car will not downshift and will eventually conk the engine out I heard this might be transmission related and also heard it was fuel filter or torque converter related

I'm no pro when it comes to automatics but sounds like you have a broken/unhooked/poorly adjusted detent cable.
