TCC lockup low but not high?

TCC lockup low but not high?
'86 firebird, 2.8L, .. I've noticed recently my torque converter is not locking up at highway speeds (65mph or so), but it does lock up around 40mph with rpm between 1000-2000. Does anyone have any idea why this might be?
