700R-4 Upshifting at high RPMS

I have an 89 IROC with a 350TPI and 700R-4. The trans all of the sudden will not upshift until about 5000 RPM in each gear. Fluid level and condition are perfect. Fluid and filter were changed less than 10,000 miles ago. What could cause this?

Stuck throttle valve?

how hard is it to get to the throttle valve and where is it? are there any vacuum lines hooked up to this transmission?

Take out the governor to see if the gear is broken or stripped, this is quite common.
