Rebuilt 700R4 OD Problem

Well i rebuilt the ol' 700R4 and am having one problem(it came out of a 87' Z /Auxiliary VB). It was a totally stock rebuild (since it will going in the Suburban). Well the problem is that it shifts great 1-2-3 but no overdrive. I replaced everything TC, clutches, seals, as per exploded diagrams instructions and this is where i am. I adjusted the TV cable per transfixleo's intructions. I have rebuilt 5 700's (i know that isn't much) and this is the only one giving me problems. Can anyone point me in the right direction? any help is appreciated.

Edit: is there a style valve/switch combo that wouldn't allow 4th gear w/o a computer? the suburban has no computer but an electrical connector (vacuum type) for TCC lockup. which does not work currently.

First thought is that you may have cut the Teflon seal on the O/D Servo Piston (the outer one). Next, you can do a quick check to varify that it all is capable of working by popping the governor out and taking the springs out and putting in a couple of pieces of vacuum line in to wedge the weights out. Now you will have to manually shift the unit up and down but if you can now get it then you have a calibration issue or possibly a leak in the Governor circuit. Make sure that the Governor shaft does not wiggle on the head of the Governor or that the pins/weights holes aren't egg shaped.
