Transmission will not upshift

Car: 91 Formula, 79 Trans Am, 72 LeMans
Engine: 305 TPI, 6.6, 350 Pontiac
Transmission: T5, 3 speed, TH350
Transmission will not upshift
Ok, heres the problem. I just got the camaro on the road and it will not upshift at all unless you manually shift the car. My RPMs keep going up until I go from D to 2, then 2 to D then it drops the RPMs and works fine. BTW its a TH350 with a TCI 2000 stall convertor. Thanks for your help.

Possible stuck governor or the TV valve is not reacting throttle changes, I am not sure but I would take out the governor and check to see if the inner valve is not stuck, if it is then there is your problem.
