light problems blinkers + head lights

i had my exhaust welded at my local shop, after i got it back i had the following problems

1-when i put my left turn blinker on, the green arrow blinks verry fast, and the outside blinkers (front + back) are verry dim and fast stobing.

2-if i turn on my headlights my left front regular headlight dosent light up, but when i turn on my hi beams both of the regular lights work (high beams lights work fine)

3-when my car is off, if i have the keys in the ignition, but not turned, if i put my left turn signal on my guages light up and tach turnes on

what is wrong with my car? my uncle said i just have to replace the bulbs, and that its acting like what i described because of a warning system in the car to tell me my bulbs are burnt out.

what do you think?

I had the same problem with my former vehicle (isuzu, POS) and changed out all turn signal light bulbs at the same time for good measure. Fixed the problem.

Hopefully the local welder didn't fry your electrical system... why'd you get the exhaust welded? Did it have a hole in it? Might've been safer to replace the whole pipe. Sounds like there's a short between the turn signals and headlights. I wonder if a dual filament bulb loosened up and is "bridging the gap" between both terminals in the bulb socket.
