i did a home made CAI and im noticing the K&N cone filter that ive had on before i made the home made CAI (i just popped it on the end of the stock intake arm) doesnt wistle like it did when i first got it, why is that? is it just that it needs cleaned?

And you're sure you just havent gotten used to the sound and tuned it out?
Visually inspect the filter first...if it's dirty you can probably tell. How many miles has it been in service? Roughly

yeah dude, either you're just canceling it out or it got dirty...
well it is dirty, quite afew bugs and such in there
