Where does this hose go?

Just a tiny little hose, about 3mm outer diamater. Its not connected to anything, but shouldn't it be? I think its causing a slight vaccuum leak, which makes the car a pain to start in the cold. If I cap it off, the car starts fine. Any ideas?

yup, Doward got it. it goes into the car and controls the vents and heater. I bet the vent don't work, huh?

P.S. if your car is that picky that a small leak like that is making it hard to start, then there's another problem. You might have a ECT that going bad. That's where I would start for that problem.
