steering wheel shakes hard when braking
ive notived this a few times, it doesnt do it all the time
when braking to a stop from highway speeds, the steering wheel shakes back and forth about an inch each way really hard.

That one is really simple.
Warped rotors
Been thru it too many times.
Solved by resurfacing rotors, new pads, repack bearings. AND while at it, also be prepared to replace the calipers, too.
Why calipers, it's extra insurance for the pads that wore down, crooked.
Been thru this. My last step is now to replace my calipers with rebuilt units.
You can also get rotors for our F Body by pulling from S-10 Blazer vehicles. SAME rotors & front brake parts EXCEPT brake hoses.
And I would also replace the hoses & fluid, too. Expect this reply due to the cars are like 20 years old & lots happens in those years.

it doesnt do it every time i brake like that, ive even tried doing the same thing right after it happens and it didnt do it again for a few days.
and they are crossdrilled rotors and kevlar pads that were put on in august. they only have about 16,000 kilometers on them IF that. repacked bearings with synthetic grease at the same time too. bled the brakes and put in dot 4 as well.

Don't be surprised if your rotors are warped.
I know I have "slotted" rotors and my wheel shakes.
I know it is rotors. I may go back to factory rotors for extra meat of the solid design. I also had my caliper stick & ruin the pads & also groved up the rotors (of course the sensor side had pad material!).
But generally generally it is only rotors that are warped.
I also had same problem on my Corvette (1974).
Same solution. Turned rotors and problem went away.
Add in new ORGANIC pads, too.
FOR YOUR SITUATION it may have been your pads not seated right & damaged rotors.

ROTORS WERE SLIGHTLY WARPED DUE TO PAD HITTING RIVETS (cocked pad equal no sensor activation)
TURNED DRUMS, TOO!!!!
DRUMS OUTTA ROUND!
Now solid pedal, smooth braking action.
ALSO repacked bearings, made slightly tighter (castor nut seemed a bit "too" loose prior to removing the rotor) and all problems "solved".
