95 Camaro Rs ignition trouble again

ok, I had posted a few questions on here about this already for a friend, but the garage aggreed to fix the the problem for free after having it twice for the same thing, the last time which was last week, they said his car was done but he had to pay for the parts, charged him 60.00, I talked to him on monday and he said they put a resistor in the ignition wires, he went to radio shack and bought 7 of them for 99 cents, how do they get 60.00 for these 99 cent parts? Well he pick ed up his car drove and put gas in it, took it to the car wask, washed it got back in it and no start again, same day it left the garage within about 30 minutes, his key has the risistence of 9.51, and I guess it blew the reisitor, so he bought one that has a 10 ohm resistence and it still wouldnt turn over, it the resistence to much or would it be better to make it 9.51 or do you think it is something else, i also unplugged the ignition wires from the switch and measured the resisteance with the key in the cylinder and it had nothing so thee is a wire droke off on the cylinder, but I guess i'd like to know why it blew the resistor

if you show 9.51 ohms on the key's resistor, it's fine. If it was blown, it would be open, I bet there's something in the switch itself causeing the problem.
