You have a vacuum EGR (which is lucky for us, because they're cheaper to replace!), so check all the hard plastic vacuum lines that go to the EGR valve (one vacuum line on top), EGR solenoid (two vac lines and two wires), and EGR diag switch (one vac line and 4 wires). All 3 of those are on the bracket above your passenger side's exhaust manifold. A crack in any of those lines will cause a vacuum leak- and the EGR diag switch will "see" the leak and throw the code.
You can fix those vacuum lines by sliding a small section of windshield washer hose (5/16 inch) over the broken sections.

Yeah I checked all the vacuum lines, it almost seems like the vacumm switch isn't turning on. I'm not sure if its getting any power. Is there anyway i can connect it to a battery to see if the vacuum will turn on?

Well there's a code 32 chart in the http://www.helminc.com service manual; maybe someone can post it up... sorry, but I don't have my manual near by... you could always try to get a junkyard solenoid (cars usually don't wind up in junkyards just because the EGR goes bad) and see if that fixes the problem.
