Recommended mods for street/cruising?

Engine: 2.8L LB8
Transmission: 700R4
Recommended mods for street/cruising?
Well...
I'm a poor college kid who doesn't have a job...yet. But, I really want to be able to work on my car. I'm not really knowledgable in major mechanics, but I know a few things. I want to eventually make a fast, fun to drive car but not for track racing. (ie. driving next to a stang gt and then have them bug eyed when they see "2.8" on the back, ya know?)
anyway, to the chase. heres a list of stuff that I already am thinking of doing, but lack of money doesn't allow:
*various internal/cosmetics (ie. iroc front bumper w/fog lights, nightshade the rear turn signals, etc)
*better suspension (***need help decided what to do! don't know really anything about this, other than i have springs and struts
***)
*2.8->3.4 ?
*700R4->t5 ?
*turbo'd(laterr down the line)
*...can't think of anything else, i know theres more...
which is where you guys come in!
any recommendations?

Engine: 2.2 pile of metal
Transmission: 3 on the tree
Axle/Gears: so tall theres no point

Axle/Gears: 3.42 open diff
For suspension you can get a wonderbar for cheap from TDS and they make a huge and noticible change. It goes on in less than an hour and you only need one or two sockets. Sub-frame connecters also make a difference. I got some waiting to be put in.
