Engine: 305 TBI

need help
my frnd has a 96 v6 3.8 camaro, and he has the following probs
1-when the car is idle the engine is vibrating
2-on freeways the car is reving up
3-on freeways the rpm goes to 3000 and breaksdown
4-there is oil in one spark plug (not sure)
according to a mechanic there is less combustion in one head, and one valve is not working.
if u guys have any idea, help me out

Those guys there is the place to go for the especially you 4th gen 3.8s. They know everything about those motors.
