TV cable not 'ratcheting'.

Car: 1989 Firebird Formula 350
Engine: 350 TPI
Transmission: 700R4
Axle/Gears: 9 Bolt Borg Warner 3.27 gears
TV cable not 'ratcheting'.
Tried to reset the TV cable for the transmission and did it by the book, however, the cable did'nt make a ratcheting sound at all. What gives? Did it before in the past and did ok.
