When I pass smog in late spring time, I'll let you know then, if a 3.4 engine swap is legal.
I'm not telling the smog guy I swapped in a big block!
You need more cubic inches.
Seems like you've done pretty much all there is.

Woah there Ked. Last time I checked, the freight train 3.4 still wasn't a big block. LOL, i'd like to see the inductions system from a 2.8 work on one tho, it'd be funny. Maybe you meant a BIGGER block.

You can still:
Get a lower rear gear (what's a '92, a 3.23?) and have it installed... or swap in an axle from a mid-80's V6 (3.42 gear)
Pull out the open differential and put a posi unit in there
Put the dual-roller timing chain in (by Cloyes)
Swap in an Energy Suspension torque arm mount- By itself, it made a big difference in the way my car handles & feels, even in a straight line!
Add an ignition box
Crane's 1.52 roller rockers (for the 2.8/3.1) should pass emissions fine. The 1.60's might not, and I think Brian K says you need stronger valve springs for those
No camshafts are certified as emissions legal- but that doesn't mean they won't pass emissions
Rebuild the front suspension with a kit from http://www.p-s-t.com or Energy Suspension
Get some junkyard heads and port them
I'm out of ideas...

Hey KED85 that engine swap is perfectly legal in CA. When I was talking to my friend who owns the referee station here in my town he said that so long as the engine is in the same classification of car & that it was offered for that style of car it is legal. Hell you can throw a 3.8L in there if you can get it to fit in between the strut towers.

I really meant Bigger Block".
But saying that doesn't sound as cool!
My way of dealing with the legality is to not say a thing. Sometimes it pays to just shut up.
Plus, I do not have anyone questioning why I did this and that.
I put enough effort into my swap and I need not hear I need to spend more. I just unloaded the left over 3.4 stuff thru ebay for $103. My freight train runs perfect (I will be doing the IAC cleaning idea, wish I knew that answer during my swap moments).
