I have an '86 Firebird. The lower hose connects to the water pump in the same spot yours does. However, my lower hose goes to the radiator on the bottom driver's side.
Where the lower hose exits (enters?) the radiator, it makes a U-shaped curve. The "U" fits between the radiator support and the front anti-sway bar. From there, the hose goes straight back to the engine, and curves upward to meet the water pump. My friend's '89 Camaro was the same way, so I don't think it's a Firebird/Camaro thing. Hope that helps!
