Won't start- HELP!

Car: 1991 Z28
Engine: 5.7 TPI
Transmission: 700R4
Won't start- HELP!

Ok, went to start up again, car ran, backed out of the stall and it died. Turns over, but the fuel pump doesn't sound like it is cycling.
My mechanic found power to the relay and out of the relay, but not to the fuel pump. HUH?
Took it to an auto electrician and he thinks it is VATS. No injector pulse. ANY suggestions? Some idiot swapped out the VATS last time there was a problem and that didn't fix it- I still have the original....
*it is a 3.1 V6, 1991 Camaro.

If the fuel pump relay is getting power, and sending power, but there is none at the pump then there is probably a break in the wire between the relay and the pump, or the connection at the pump could be loose/unplugged, its underneath the car at the top of that rear hump. Should be able to reach it without raising the car even, if memory serves. As for the injector pulse, not sure what's causing that.
