Car on makes power in open loop. Why and how do I fix?

Car on makes power in open loop. Why and how do I fix?
The topic says it all. The O2 sensor is new (however I've run injector cleaner through it twice and it had anti-freeze leaking on it for about a week and a half). I get no codes (except lean O2 when I had the black bottle of STP in it last week). I also get 13 MPG and my plugs are fouled as if the spark wasn't strong enough. Help me out! The difference is dramatic, it's definaly not the warm engine = warm air = less power theory.
[EDIT] The topic kinda sounds wrong... It should be more like "Car only makes power in open loop. Why does it do this and how do I fix it..."

NOTHING wrong with trying to remove the oxygen sensor, clean it (as well as your eyes can tell) and clear the computer.
I after I did my modular swap, I now have check engine light going on, after the engine is in the warmed driving mode.

See, the only thing is...:
The person who had it before me attempted to change the O2 sensor and stripped the threads in the Y-pipe. My mechanic, rather than replace it ($$$), welded the new one in. I'd have to cut the welds (with a hacksaw/file that I don't have) and weld it back in (with a welder I don't have).
Oh yeah, when I said 13MPG, it was an estimate. My most recent calculations tell me it's more like 15.6MPG
I handed in an application today to a t-shirt stand in my local mall. Hopefully I'll get the job. (yes it requires working with mall scum, but how bad could it be (don't answer that...))
