3.1 IAC question.
My 3.1 is idling high at start up and then wants to stall until it gets running. The IAC does not seat all the way into the seat in the valve body on TB. Is it supposed to close all the way when off?

No, it's supposed to open to a pre-determined spot ("step"), when the engine is turned off.
