Emission Hose Routing 2.8L V6

Car: 82 Pontiac Firebird s/e
Engine: 2.8 V6
Transmission: TH200C
Emission Hose Routing 2.8L V6
On the air cleaner there are two hoses connecting to the Temperature sensor inside the cleaner, one goes to the Vacuum Diaphragm Motor and the other hose is going nowhere. It has a yellow plastic screw stuck on the end of it (Picture below). I know when the car is started from cold that it is supposed to take air from the manifold until the engine heats up and the Vacuum Diaphragm Motor closes to take in air from the outside.
I had a look at the emission Hose routing label on the Fan cover and from the diagram this temp sensor hose goes to a SEC VAC BREAK TVS. I have circled it in red below. I can't find this on the car. There is a EGR TVS circled in blue, I can find this and it connects into the coolant from the top of the engine. I don't know if the SEC VAC BREAK TVS is similar to this or not but can't find it.
There is a SEC VAC BRK circled in green which is one of the two vacuum plungers on the varijet Carb as far as I can make out. From the emissions diagram this connects to the SEC VAC BREAK TVS and from there goes to G on the Carburetor. On my Carb the SEC VAC BRK hose goes directly to G on the Carb.
There is a Decal Valve circled in yellow. I presume this is an anti backfire valve and I think that has been removed as no sign of that either. There is another hose under the air cleaned that is also blocked off (with the tie wrap on the end of it) so I presume it must go to that.
The car (an 82 2.8 V6) is hard to start so if I can get this air cleaner Temp Sensor hooked up properly then that should help things.
