89 Camaro Rs V6 (Low power to fuel pump relay)
Low power to fuel pump relay. I have tested the orange wire at the fuel pump relay and got 1.5 volts, I have tested the fuse at the fuel pump relay/ecm power and got no voltage out of one side. I have tested the fuel pump, and I have put 12 volts to it and got fuel shooting out of the shradder valve. I have spark, crank but no start. I'm thinking it's the ecm. I've checked all fuses and got a new fuel pump relay and new-ish distributor and have checked all wiring. I'm running out of options. I'm looking for help.

From your troubleshooting it sounds like the inline fuse is bad. It should always have power on both sides of it.
