1500 rpm idle

Hey everyone had a chance to play with the car. Lil guy slept for once...lol..I had an issue with the car that I solved lose plug wire. Now my prob is. The car had a pretty good idle but the throttle body has never been cleaned since 89... lots of oily build up. I pulled the cap off of it and did a half *** clean to see if there would be any improvement before I removed it from the car to completly dissassemble it. I removed the iac cleaned the passage .did the iac after I bought the car. Put everything back together did a idle relearn. Start car put in park run till fan kicks on shut off do again and ur good..but now I have a idle of 1500-1350 in park. To high as I'm concerned... anyone have any ideas about what may have happend. Thanks
Car is 89rs 2.8 mpfi.
Also I had car starting off the forst turn of the motor now it seems to take like 10 turns..

Are you sure the motor is turning 1500 rpm? I can tell you that when I purchased my car the tach was faulty and I verified that by purchasing a cable to connect my laptop to the car's OBD1 connector. Apparently a faulty tach is a common issue with these tachs and I found a person on this forum who can fix them.

tryed to adjust the tps but my multi meter wont go lower then 1 volt... brutal.. its a clamp on meter with the probes great for everything but lower then 1 volt..lol
