vacuum regulator valve question

vacuum regulator valve question
Does this valve normally let air in while the car is off?
Using a hand operated vacuum pump, the only hose I can find so far coming off the plenum or TB that doesn't hold a vacuum at all is the hose from the TB (uses the same plugin as the hose going to the fuel pressure regulator) to the vac regulator valve.
I can hear air sucking in into the valve as I pump the handle, and will try putting some propane to it shortly to see what happens while it's running.
From this valve, the two lines going to the purge canister, the hose going to the 'vac', and the hose to the EGR (blocked anyway) all hold a vacuum just fine.
I see two wires going to it, so I assume it's controlled in some way.
