1992 rs 3.1 vacuum issue

Hi, I have a 1992 3.1 and have a vacumm problem. When the vacumme line that is hooked into the passenger side of the intake manifold is in place, the car will not start but if you plug the line then it will start just fine. I was wondering where this vacumm line runs and what I should do about it.

Edit: it led to the map sensor so I'm getting that replaced since its only 10 bucks and hopefully that fixes it.
