Id go ahead and polish the lips. Clean them up real good, scuff em. Then basecoat clearcoat centers. You can strip the center with aircraft stripper to get them completely rid of paint but I don't think its necessary.

Get a can of air craft striper not the aerosol can.an have at it I have done 2 sets an they came out awesome..im redoing a set right now that im using OER wheel paint that matches the factory gold..
