Item "A" is this an over pressure valve? The line runs to an open end. Is there a filter or something that goes over it?

I'm using the FPR on the LT1 (rail) so I removed the in tank FPR. Looks like I need to cover the vacant hole so return fuel will run down to the fuel pump bucket.
