VATS, Push Button Ignition & Start, EBL...

VATS, Push Button Ignition & Start, EBL...
I have push button ignition & start buttons on my 91 bird...
They work, no problems...
EBL P4 Flash, with a bin that has the VATS unchecked / disabled...
The key cylinder has been removed from steering column, now resting on my dash...
It has 2 white wires going to it (orange cover) to VATS relay...
The key must be inserted / turned forward for my ignition / start buttons to work.
If I remove the key (has to be turned back), then the car will not crank.
I understand VATS is measuring the resistance in the key, to allow start up, but the bin in the EBL is disabling that part...
I want to remove the key cylinder completely....
My theory, I have to cut the 2 white wires from the key cylinder & connect them, then the car should start...
The wires are either connected, or not, and the resistor should not be in play since the bin has disabled that part...
Thoughts?

Merely connecting the wires together won't work , and here's why ;
Although you have had VATS programmed out of your computer , you have not done the required second step of jumping out the "VATS starter inhibit relay"
The VATS module is a separate stand alone unit with two outputs . One is a special electrical signal (30 or 45 HZ frequency , I believe) that is fed to the computer and allows the computer to spray the injectors as needed when the proper key is sensed . The second output aspect is that it provides the ground side for the coil circuit of the starter inhibit relay . Even though you have no VATS in your ECM , the way your presently wired you DO need the proper key to properly activate the VATS module and enable the relay .
The relay is under the driver's side kick panel (the plastic piece under the dashboard where the hood release pull is located) . Remove the panel , locate the relay , and jump the large yellow wire to the large tan/white wire and this will eliminate the rest of VATS . After jumping the indicated wires , remove the key and check to see that it starts with your buttons .
