MAF code 33. (Sometimes..)

Ok so I have a 1986 IROC with the stock TPI system.
My car has been sitting in a carport over the winter, so now that I am getting up and running for the summer I have been getting a code 33. Not all the time though, it come and goes. My book says at idle the voltage from terminal C of the MAF should be .5 volts but I am getting 2.54 volts.
So is the MAF bad or do I have a short in the system?
