Paintng over bad GM clearcoat??

Paintng over bad GM clearcoat??
The clear coat on my Bird is flaking off in chunks. This is the factory clear that GM F-ed up in 86 for the cars built in Van Nuys. I've got all the supplies for a new paint job (primers,catalysts,color,clear etc.). I have already done the hood from bare metal, the headlight doors, spoiler and rear deck were done by just removing the clear coat.
My question is: Should I sand off all the clear or can I just remove the loose stuff and prime over the top? I really do not want to sand anymore than I have to.
I know the new paint will work fine if the clear is removed but I would like to make my life as easy as possible.

That paint condition is called Delamenation. Yes, I would remove All of the clear so you won't have anymore problems in the future. You don't want to paint the car twice now would you?

I figured that I couldn't get away with leaving it on but I needed more knowledgeable opinions.
As far as painting it twice goes, the hood is already on its 3rd paint job. On the first two, my dad decided to be stubborn and not listen to the paint shop guys and paint with lacquer instead of the newer multi-part paints. Sure enough, within a year the paint cracked all over and we had to start again. The 3rd time did it right and all is good so far.

Well, after about two hours of sanding on the roof I decided I'd had enough. I went out and bought a gallon of Airplane Remover.
After about an hours worth of easy work, the roof, window pillars and sail panels are at bare metal and I'm working my way to the rear 1/4. Love this stuff!
