Brake pedal question

Car: 87 Pontiac Trans Am
Engine: Lapouttre Racing 350
Transmission: Rebuilt 700r4 Mild shift kit
Axle/Gears: 10 bolt 3.23 posi w/disc brakes
Brake pedal question
Is there supposed to be a piece of rubber bushing inside the pedal where you run the bolt through to connect the brake pedal? I can't remember its been awile since I took it off. Seems like alot of play in the pedal with just the bolt.

There's supposed to be two plastic bushings in the pedal it's self then the cross bolt goes in;
