Inside and out ...
I can't live without my music inside my car. However i spend alot of my time outside my car too (in the garage or driveway or whatever). I want to build a system using a pioneer oversize CD deck, 1 amp, and 2 10" Pioneer Subs in an enclosure (along with any other suggested equip) that will drop even the lowest bass lines inside my car, but that i can still hear outside my car. Also, what will i have to rubberize/soundproof/etc if i use your plans

That's Bull****! I have an RS with t-tops, and when the are off AND the hatch open, it sounds just as good as if the car was all closed up.

Not in my car. Thats why, if you read my origional post, it asks what i would need to build a system capable of this. I dont have a system yet. Please read my origional post.

What kind of enclsoure are the subs in? Is it 100% sealed or is it ported? In either case, how well built/air tight is it? I've found that in most cases when you have bass inside but not outside it's because the box is swiss cheese and causes cancellation.

I apologize, but it sounded like you where making a statement in that you simply can not get bass with the tops off or the hatch open. There have been guys on here that say it can't be done with a convertible either, and that makes me laugh, so I apologize.
I understand exactly where you are coming from and wanting to hear the music as well when the car is in park and you are doing other things outside and what not.
All I have is one JL 10" sub in the rear that is enclosed and powered by one two channel alpine amp. My 4x6s and 6x9s are powered by a 4 channel alpine amp, then those amps come an alpine EQ and then from the cd deck itself. Very simple system and gives the amount of bass I want. Sounds just as good as inside with the car all closed up as it does when the t-tops are off and the hatch open.
The box is air tight, no doubt about that, and it all sits nice and snug in the rear trunk area along with the amps. The best part is that I still have a place to put my t-tops when on the road.....
