91 Firebird ac problem....high rpms?

i have a 1991 firebird v8 tpi. Whenever i turn my max, normal, defrost on my rpms go up and down, it sounds really bad....like the rest for 2 seconds, they rev for 2 seconds. i poped the hood, and it looks like the carborator stops and starts.
does anyone know what is casusing this problem?

so ur saying u have this intake setup? tpi AND carb?

Look for a vacuum leak inside the dash. All the ventilation stuff is vacuum controlled.

i bet its the compressor kicking on and off ...........low on freon.
