$32B too lean in midrange cant add fuel

I'm on the dyno. The car is way too lean from 3000-4500 rpm. I've added a ton of fuel to the BPW Fuel vs Load and it makes no difference. In some places I am asking for 19ms, but all the ecu will give me is 12ms.

I have tried this with the Base PW Calibration Method flag both checked and unchecked.

What I am doing wrong?

I'm going through my logs and noticed that at WOT (4.37 volts from TPS) and 2350rpm the ecu goes into closed loop? I thought the TPS would prevent that?

I've been looking and looking at datalogs and so far my best guess is that my Romulator is not updating correctly.
