Your mechanic is a idiot if he doesn't know that you have to replace the speedo drive gear and the speedo driven gear in the tailshaft of the transmission to calibrate the speedometer to your new gear ratio. You will need a grey (15) drive gear and a blue (45) speed gear to calibrate the speedo. You will also have to change your tires also. For it to be accurate you will need to use one of the following tire sizes.

P195/75R14

P205/70R14

P215/65R15

You should be able to get the parts at most transmission shops or through the dealership. Some auto parts stores may carry them.

this car has factory 16" wheels on it, it is a 92 rs 25th ann. the guy that gave me the info on the speedo is not my mechanic i do my own work he is a highly recomended transmission shop in the area he told me that since this is an electronic speedo (as mentioned before) it does not use a typical drive/driven gear so are you telling me this is wrong ?

Well either he is wrong or the GM service manual is wrong.
