turn signal and hazard fuses blowing

Car: 86 TA
Engine: 305 TPI
Transmission: 700R4 - 2200 stall
Axle/Gears: 3.42 posi
turn signal and hazard fuses blowing
both turn signal and hazards are blowing their fuses. does this mean it definately means its in the wiring/bulbs and not the steering column? (their was a little smoke there when the turns blow).
the parking lights work fine.
it just rained a lot and im guessing some water maybe got in the rear lights. the front lights i checked are dry and clean. but last time i checked the rears they were pretty gunked up. how/what do i clean that crap out of the socket with? is there supposed to be some grease in there?
is there and easy way to check the wiring for a ground?

ok, so i took all the light out of the rear, cleaned the sockets best i could. they are dry but do have some of that tan goop in there. all the bulbs worked.
i tested the hazards and turns while it was parked there by turning the key to 'on' position. they all worked fine.. so i was like aha! i finally got it.
then i went for a drive and a few minutes later POP goes the fuse. is this b/c the volts are higher 14~15 than when cars not running 10~11??
now im confused. should i throw a 30A in there?

I'm currently having this same problem, changed all my bulbs made sure grounds are good and changed my turn signal switch all with no luck I'll let u know if I come up with a fix

My formula did this also.
On mine it was the turn signal flasher..the plastic cracked off and insides shorted to ground on the metal under the dash.
The problem was intermittent as the bumps going down the road moved the damn thing...so some times it worked other times it blew,
Took me a few try's to track it down.
