vats bypass?

ive heard storys/myths about this and also searched it in these forums. seems lots have problems with there swaps due to VATS. if the vats only shuts off power to the starter/fuelpump. why couldnt one set the starter/fuelpump up to where there energized with the key hits the <on> position>? ive also heard that the ECU is envolved. if <if> you have the VATS disable in the ECU options, what will be required for it to run <Extra> im guessing the answer is. the computer doesnt need the HZ reading from the Vats system. so you can basically "plug-n-play"
ive also seen on Summitracing.com, Vats bypass chips. 1 is 200 dollars vs. other being 49. whats the difference in the two? and also if i buy the <200> chip. does this plug directly in the ECU? and if so where?
what im getting at is. i have a 90 camaro rs i just purchased a 95 firebird lt1 engine/wiringharness/ecu and im sure my 90 VATS WONT fit this ecu. so im trying to find a way around the whole VATS system. so i can start the motor up when im ready.
whats my options guys?
and whats the deal with the 25 dollar VATS bypass modulers?
