Foglight switch for highbeams

My car doesn't have any foglights since the holes were sealed during painting (damn painter) and my highbeams don't work since the switch doesn't work right. I noticed the car still has the wires for the foglights and I was think of connecting them in place of the highbeams. Is this possible? I can do it but I just want to make sure it safe to do it. Thanks.

Car: Met. Silver 85 IROC/Sold
Engine: 350 HO Deluxe (350ci/330hp)
Transmission: T-5 (Non-WC)
Axle/Gears: Limited Slip 3.23's
In case you're unaware, the stock fog lights (IROC, for example) only work on low beam. They switch off on high beam.
